A steady beat was felt at one of the country's must influential ports. This afternoon, the Port of Long Beach put on its annual "Pulse of the Ports", which serves as platform for not only the POLB, but industry professionals to project where trade is headed in the next year and beyond. The past two years have not been easy for the trade industry and west coast ports in general. Thousands of Southern Californians rely on the POLB and the Port of Los Angeles for work. Job growth has paralleled that of the rest of the nation while keeping one's job has been hard enough for some individuals. Despite the discouragements, the Pulse of the Ports produced forecasts with with a positive tone as the industry and the economy show signs of strength.
The POLB website included the following statement from Dr. Joseph Magaddino - Cal State Long Beach's Economics Department Chair, who reported, "While the recession is over, the recovery remains weak," said Joseph Magaddino, Ph.D., chair of the Department of Economics at California State University, Long Beach, and one of the seven panelists. The morning event brought about 500 attendees to the Hyatt Regency Hotel in downtown Long Beach," (www.polb.com.)
Those signs of strength include reports that trade was up 13% this past January and February in both the LA and Long Beach harbors. In addition the Los Angeles Times reported that, "Peter Peyton, president of the International Longshore and Warehouse Union, Marine Clerks Assn. Local 63 in San Pedro, said that dockworkers who had been getting only two or three days of work a week last year were now averaging three to four days," (www.latimes.com.)
The demand for retail still wanes though, reducing the need to ship foreign made products through Southern California's trade arteries. Worldwide, ocean freight carriers lost a reported $22 billion dollars - a large chunk of change to replace in a recuperating economy.
According to the Los Angeles Times, the international trade industry employs more than 300,0000 individuals in Southern California. With competition from Mexican and Canadian Ports, analysts are quick to point out the difficulties in boosting trade.
The sentiment in Long Beach today though was strong and steadfast, leaving attendees and the industry at large with the positive signs to move forward.

The Open Road Blog Gas Saving Tip of the day: It's the electronic age afterall. The Federal Motor Carrier Safety Administration (FMSCA) instituted tougher credit transactions in recent months. Specifically, the FMCSA has implemented a more stringent credit card and transaction verification procedure. All credit card transactions now require verification of the credit card number, expiration date, security code, billing address and telephone number.
To update your Docket Number (Operating Authority) information electronically, you will need a Personal Identification Number (PIN). A separate Personal Identification Number (PIN) is required to update your USDOT Number information electronically.

Tweeting. Twittering. Re-tweeting. Still on Twitter? Millions of are and included in that bunch are a number of truck drivers and transportation professionals who stay connected with friends, family, industry professionals, policy, and even fuel prices. The popular social media site features hundreds of transportation-related profiles that post resourceful information to professional and commuter drivers alike.
Take for example the profile Twitter.com/WsDOT (or better known as Washington State's Department of Transportation. In the past nine hours, their 8000+ followers would know:
'@vannschaffner We just heard, looks like the local Fire dept was able to clear the debris off the road before we got there (US 195) #spokane'
'@jaysondemers There was an accident at Spokane St. this morning that caused the backup on I-5 south.'

Meanwhile, TruckerTalk (of The Trucker Newspaper) keeps followers up to date on federal policy, industry regulations, staff appearances, the state of trucking companies and much more.
Truck drivers find Twitter provides a number of uses. Supporting other truck driving professionals (in 140 characters or less of course) is a common post theme as is tweeting about weather warnings and road closures. Could Twitter possibly become the new CB? Most likely not (technically drivers would not be allowed to 'Tweet' while operating a vehicle in most states.)
Twitter is not only a social tool, but a profitable one as well. Take for example the hundreds of food trucks that operate in NYC each day. One's location is not only consistent and customer's need to know where they can find be sure to buy their favorite caramel creme sandwich. Some vendors started using Twitter to alert 'followers' (i.e. their customer base) of the truck's location, daily specials, new menu items and more.
Whether or not we continue to be subjected to winged, bipedal tetrapod vertebrate-related metaphors for years to come, Twitter proves to be a reliable, fresh information hub for many in the trucking industry and beyond.

Tractor trailers are valuable down to the last drop of fuel in their tanks. While tractor trailers transport items of value, it's the fuel that oftentimes attracts the eyes of thieves. Diesel fuel theft is a concern amongst truck drivers and fleet owners, especially when oil prices spike. In recent years diesel theft has been on the rise as people realized there's value in a big-rig-sized tank worth a thousand-plus dollars in fuel.
Long-haul trucks are sometimes seen as an easy target. At night when the driver sleeps, fuel-thieves creep in an siphon fuel from one or several trucks. In some cases, drivers were found to steal fuel from their own trucks and sell it for profit. Sleeping drivers aren't the only targets though.
Fuel thieves are not a selective bunch. In addition to idle trucks, thieves turn to farms, gas stations , truck stops, and construction sites to illegally purge every ounce of fuel they can. According to reports, common targets include:
- Vehicle Fleets
- Farms With Diesel Fueled Irrigators and Other Equipment
- Construction Sites
- Gas Stations
Fuel cap locks are one way to curb diesel siphoning. Caps com in chrome-plated zinc with multiple keys that only belong in the hands of truck drivers and /or owners.
In addition to fuel cap locks, gas tanks can be protected by having a thorough knowledge of an entire fleet, miles traveled and fuel costs. In addition, drivers can park their vehicles in areas where the gas tank is in full view to people driving by, or even in the presence of security cameras.
As with any incident on the road, it's important to report vandalism to authorities as well as home base.

Pump prices can do a number on one's mood. A spike in fuel prices can mean putting off that weekend getaway or making the decision to go with one car for the whole family. Surges in fuel prices though hit transportation businesses especially hard. Fleet owners, and owner-operators know full well that a few cents extra at the pump can quickly equate to hundreds, if not thousands of dollars.
Recent reports from the Natural Resources Defense Council (NRDC) show that there's not only a way to reduce the negative effects of sudden price increases in fuel costs, but that trucking professionals are part of the solution.
Among the states most affected by sudden increase in fuel prices are Mississippi, Montana, Louisiana, Oklahoma, South Carolina, Kentucky, Texas, Maine, Georgia and Idaho.
According to FleetOwner.com, "NRDC wants the U.S. to engage in a bevy of broad policy initiatives to reduce oil use such as: passing comprehensive climate and energy legislation that limits carbon dioxide emissions and reduce fuel usage; fundamentally reform federal transportation policy to support public transit-oriented development; and provide ample funding for rail and bus lines, bike paths, sidewalks, and other alternatives to driving cars," (www.fleetowner.com.)
The Department of Energy reports that the United States currently uses nearly 20 million barrels of oil a day, importing 55 percent of it. More than $20 billion of US dollars is each year on oil from the Middle East. Twenty years from now, U.S. consumption will rise to 28.3 million barrels of oil a day, with 70 percent of it imported.
The NRDC states that the following strategies can decrease US dependence on OPEC and diminish effects of greenhouse gases.
Other measures include:
- Mass-producing gasoline-electric hybrid vehicles, which get double the mileage of today's cars. Toyota and Honda already have hybrids on the road, and more are coming. Lawmakers should provide consumer tax credits to support the transition to this new technology.
- Expanding use of renewable, non-petroleum fuels, such as ethanol made from crop wastes, by steadily increasing requirements for "renewable content" in gasoline. A renewable fuels standard ramping up to 5 billion gallons per year would save 175,000 barrels of oil per day by 2013.26
- Encouraging "smart growth" instead of suburban sprawl to increase our transportation choices, reduce the need to drive and enhance our quality of life.
- Ensuring that replacement tires are as fuel efficient as original vehicle tires. This alone could save 270,000 barrels oil per day.27
- Keeping tires properly inflated. If motorists kept their tires properly inflated, total savings in 2013 could be as much as 200,000 barrels of oil per day. This would have the added benefits of longer tire life and improved safety
- Using fuel-efficient engine oil. Selecting the proper grade of motor oil and using motor oils with additives that reduce friction may increase a vehicle's fuel economy by 1 percent to 2 percent.29 Widespread use of efficient motor oils could reduce fleet-wide gasoline consumption by 1 percent in 2013, saving 100,000 barrels per day.30

The Open Road Blog Gas Saving Tip of the day: While those in the transportation industry do what the can to save on fuel costs, there's no way to save a dime when fuel is stolen. Diesel thieves are known to target parked big rigs, often late at night when the driver is likely asleep. Thieves use high-pressure pumps to drain the fuel or even old-fashioned siphon hoses. While diesel prices may not be where they were two years ago, $900 dollars worth of fuel is $900 dollars worth of fuel. The Open Road Blog Gas Saving Tip of the day: Truck drivers who work the long hauls, trips that often take days at a time, are subject to laws that require them to put the rig in park and call it a night. Unfortunately, not all truck stops are safe havens for drivers. "Jason's Law" is one that addresses shortages in safe parking for commercial motor vehicles on the National Highway System. The law is being addressed in Congress to determine whether it will pass, and if so, what funds will be allocated to safety improvements.

It's time to hire. Good news for an economy besieged by layoffs, company collapses, and downsizing like never before. Yesterday morning the HIRE (Hiring Incentives to Restore Employment) Act became official. President Obama signed the Act into official existence with the intention of giving small businesses the motivation to hire. Economists generally agree that hiring trends start with small businesses that need the personnel to see through the organization's survival. Small business lending has been tight though and several start-ups have had a difficult go of it in the last two years. The HIRE Act hopes to change that.
According to reports direct from the White House, the HIRE Act will:
- Provide tax cuts for businesses that hire someone who has been out of work for at least 2 months
- Help businesses to invest in their future by permitting them to write off investments in equipment this year
- Encourage job creation by expanding investments in schools and clean energy projects
- Maintain investments in roads and bridges
Meanwhile reports of jobless claims have seen an upside as well. The Associated Press reported, "New claims for unemployment insurance fell 5,000 to a seasonally adjusted 457,000, the Labor Department said Thursday. That nearly matched analysts' estimates of 455,000, according to Thomson Reuters," (www.associatedpress.com.)
While the drop in unemployment insurance claims may show signs of improvement, the numbers don't tell the entire story. Thousands and thousand who have been unemployed for several months, remain unemployed meaning that despite reduced numbers in newly unemployed individuals, there's not a ton of movement in terms of job creation. Enter - the HIRE Act.
The HIRE Act brings immediate benefits to the transportation industry. Highway provisions associated with the HIRE Act are expected to bring in nearly $20 billion dollars into the Highway Trust Fund in addition to several billions of dollars into existing programs that are now authorized to continue through the end of the year.

The Open Road Blog Gas Saving Tip of the day: Post St. Patrick's Day festivities brings a...rise in fuel prices. Not so lucky for those filling up big-rig sized tanks. Supply may be accountable for the recent spike. Baker Hughes reported that the number of rigs drilling for oil in the United States has recovered since the low levels seen in June 2009. The rig count surpassed its previous post-1993 peak of November 2008 on February 1, 2010.

Pets are not only part of the family, they are proven to be effective in lowering cholesterol, increasing happiness, and reducing stress amongst other many benefits. Little dogs have become celebutant side-kicks, certain cats call royal palaces home, and a speciality brand of food clothing, and bedding exist for nearly every type of pet. While many pets stay at comfy kennels while their owners leave town, truck drivers often-times take their pets on the road, making pets the optimal Road Companion.
Case in point - the truck driver now semi-famous for bringing his pet duck along for the ride. That's right - a duck. Joe the driver and Frank the duck work in a business delivering construction materials throughout the Minnesota's Twin Cities for Elite Transportation Systems. Even though the duck hasn't missed a single day of work, Joe admits he's a duck hunter. A video of their average workday had made its way around the internet including the RSI Open Road Blog. It was about four years ago though when trucking compaies started offering unique non-compensation benefits during the start of a driver shortage. A 2006 New York Times article described that, "With predictions from the association that the current shortage of 20,000 drivers will grow nearly fivefold within a decade, trucking companies are offering generous 401(k), stock option and health care packages to new recruits and cash bonuses and prizes to drivers who refer viable candidates." In addition to those custom packages, certain trucking companies allowed drivers to bring pets on the road.
Any truck driver knows the road can be lonely when traversed solo. While solitude is welcomed by some, a dog - or even duck - have proven to be wonderful companions in the cabin. Dogs especially are calming, loyal, and adaptable to extreme weather conditions that drivers may run into. Pets are also protective and can provide a sense of comfort for those who get their z's on the road.
Con-way Truckload, a subsidiary of Con-way Inc., is one company that allows drivers to bring Fido, Fifi, or the next version of Frank the duck on the road. According to Con-Way's policy, drivers can travel with dogs and cats only, with no limit on size. The company's website maintains that while most carriers do not allow pets, and if they do, charge extremely high pet deposits.
If you do decide to take your furry companion with you on the road, make sure you're prepared so the pet has enough food, water, warmth, and a place to sleep.

The Fastlane (you know - the Department of Transportation's official blog) has opened a lane to guest bloggers. This time around, the discussion covers innovative technology in the transportation industry. In the latest guest blog, Innovative Technology Administrator Peter Appel discusses the new ITS Strategic Plan and its ability to reform communication on the road.
The Technology and Innovation...
The DOT describes, "IntelliDrive (as) a group of technologies and transportation applications representing the next great milestone in transportation technology. Research is being sponsored by DOT and others to leverage the transformative capabilities of wireless technology to make surface transportation safer, smarter and greener."
The benefit - shared information amongst transportation professionals. IntelliDrive's technologies enable truck drivers and travelers in general to access data. This data isn't just any data however. It's data that alerts drivers of traffic jams, out-of-commission traffic lights, highway maintenance, and more.
The Test
According to IntelliDrive's website, the first test is set to take place in Michigan at the
DOT ‘s Michigan Test Bed facility where IntelliDrive technologies and applications will be tested. The facility has 75 highway and arterial center lane-miles of roadway, equipped with 52 Dedicated Short Range Communications (DSRC) roadside equipment (RSE) units.
The transfer of information is designed to be accessible via wireless applications. Considering 42% of cell phone users in the US own Smart Phones, this type of intelligence may be the application of the near future.

Less than six months ago, a small technology firm out of Seattle Washington was awarded with some big news. Last October, the U.S. Department of Transportation, Federal Motor Carrier Safety Administration (FMCSA), awarded NIC Technologies, LLC, the contract for a National Motor Carrier Pre-Employment Screening System. That very screening system is making news of its own recently. In a joint effort, NIC Technologies and the FMCSA have launched its first online pre-employment screening process designed to assess individual operators' crash and serious safety violation inspection history as a pre-employment condition.
The FMCSA is the gatekeeper for crash-related data. Federal legislators prompted the FMCSA to make this information available - and easily available. What's the quickest route to information these days? The internet of course. Not only can employers of commercial drivers obtain crash-related data online, drivers can obtain their individual history as well. Drivers though do have to provide written consent in order to enable employers to access their records.
The cost is a $10 subscription fee paid yearly (less than most credit cards charge.) The cost-benefits though can't be quantified.
The FMCSA published the following questions and answers further explaining the program:
What information will the Driver Information Resource record (DIR) contain?
Driver Information Resource records purchased through PSP contain the most recent 5 years of crash data and 3 years of roadside inspection data from the FMCSA MCMIS system.
Is information from traffic tickets going to be posted prior to the court date or will the information only be posted if there is a conviction?
No. The PSP only contains MCMIS information.
Why did FMCSA develop the PSP?
Developing a system to make safety performance information electronically available for pre-employment screening purposes was mandated by Congress in the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users, Title 49 U.S. Code, section 31150 Public Law 109-59 Section 4117. FMCSA believes that making this driver data available to potential employers and operator-applicants will improve the quality of safety data and help employers make more informed decisions when hiring commercial drivers. The PSP provides more rapid access to commercial driver safety performance information than was previously available under Freedom of Information Act (FOIA) or Privacy Act requests.

All credit card transactions now require verification of the credit card number, expiration date, security code, billing address and telephone number.

The Open Road Blog Gas Saving Tip of the day: New Rule. Effective Date....May 3rd 2010. Rulemaker: The Federal Motor Carrier Safety Administration (FMCSA). The rule? The FMCSA amends the Federal Motor Carrier Safety Regulations (FMCSRs) to require that motor carriers operating commercial motor vehicles (CMVs), designed or used to transport between 9 and 15 passengers (including the driver), in interstate commerce for direct compensation comply with the safety regulations regardless of the distance traveled.

While there's generally a right way and a wrong way to do something, the Environmental Protection Agency (EPA) choose the Smart Way. Four years ago the EPA enacted its SmartWay program that is intended promote cleaner and more efficient fuel options for the transportation industry and beyond.
Transportation-related emissions account for substantial amount of air pollution. A single car will produce more than 16,000 pounds of Co2 a year. Big, heavy-duty trucks have been found to produce a considerable amount more. The EPA is on a mission to reduce pollution across the board and is motivating transportation professionals to do so with the SmartWay program. The benefits extend beyond air quality, providing truck drivers, owner operators, and manufacturers with cost savings and marketable material.

SmartWay tractor trailers are available through the EPA. These trailers are configured with EPA approved devices and equipment that conserve fuel and reduce emissions. The Open Road Blog Gas Saving Tip of the day: Major chain goes green. Actually - it's actually the World's largest retailer that is making major headway in the green department. Wal-Mart Stores Inc. has an environmetnal agenda: It's working with suppliers to reduce 20 million metric tons of greenhouse gas emissions by the end of 2015. Like several manufacturers in the industry, Wal-Mart Stores Inc. is outfitting its own trucks with emission reducing technology while exploring alternative fuel options.
